Requirements Engineering
Requirements Engineering is the task of capturing, structuring, and accurately representing the business requirements so that they can be correctly embodied in systems which deliver those requirements. It covers eliciting, analysing, modelling, and managing requirements, as well as planning the approach to these activities and integration with other project disciplines.
Requirements Engineering does not imply that you should follow a 'heavy-weight' requirements methodology, but simply that the requirements processes, planning and management are designed to best meet the business objectives. For example, if there are large or diverse stakeholder groups, outsourced development teams or significant capital investment decisions, then more oversight and approval would be appropriate and needs to be designed into the requirements process. The trade-off, balancing stability against flexibility, is one that each project needs to make.
